AutoCAD LT Help Screen is acting weird

Just upgraded to 2016 from 2007 AutoCAD LT
which means new lap top and windows 8 (Dell M4800) Forced to do so as XP goes bye bye
got a weird thing on the help screen
the top portion (about an inch) of every page is hidden above the window bar and
the cursor highlights things about one inch above the mouse arrow

any ideas?
