So I'm going to answer my own question since I already discover some of textbooks that has Rowe Cell in it, just to help if anyone in the future need it.
K.H. Head Effective Stress Tests, Volume 3, Manual of Soil Laboratory Testing
K.H. Head has really clear prodecure and what to do with Rowe Cell in this volume.
R. W. Sarsby Environmental Geotechnics
They include about Rowe Cell too here.
But my suggestion is to read K.H. Head first because I think K.H. Head has anything you want to know about Rowe Cell.
