Not aware of a dedicated program yet.  I use a spreadsheet and pick my own factors.

The 'Standards Design Group' offers a program "Wind Loads On Structures According to ASCE 7" based on ASCE 7-98.  Their web site is www.standardsdesign.com. ; There is a demo on the web site which I tried, but I haven't bought the program yet.
