How do you bond silicone sheet material to aluminum?

Folks-
Can anyone recommend a process for bonding open-cell silicon sheet material to sheet aluminum?  Likewise for solid silicone sheet material.

The environment is pretty nasty:  saltfog, condensing humidity, rain, vibration, shock, dust, and temperatures from -40C to 90C.

The solid silicone sheet is per US FED STD ZZ-R-765/GEN.  The closed-cell foam material is medium firmness, Saint Gobains #R-10470-M.

The sheet aluminum will be chemically treated per MIL-C-5541, Class 1A (or 3).  If helpful, the aluminum can be orbitally sanded to provide a rougher surface.

Ideally, we want a bond so good that the silicone will fail before the bond fails.  Is such a thing possible?
