Can a 60-degree Ship Ladder be used for access/egress to a 5’ deep/open-top/90SF/un-occupied equipment pit?

Yes, upon approval of the building official. This answer is based on the 2012 IBC Sections 1009.13 and 1009.14.

Usually when general public access to an area is not required a ship ladder or alternating tread device can be used.

See ANSI 1264.1-1995 section 6.1.1
