I want to weld two dissimilar materials (A312 TP316) to (ASTM A182 F11) by GTAW process select ER309L by schaeffler diagram.

I wonder if the choice is correct or that another type of filler recommend me?

The choice for ER309L is technically correct for service temperatures at or below 800 deg F. Above this, you need to go to Ni-base filler metals (Inco 82).

There are better charts than the Schaeffler diagram. The WRC diagram was recently (6 or 7 years ago) modified by Kotecki and Liphold to include dissimilar metal combinations such as carbon and high strength low alloy steels to stainless steels.

Other items to consider regarding Nickel base filler are thermal cycling in service and PWHT requirements.

To elaborate on one aspect of Stan's comment, many stainless grades will be seriously damaged (snesitized) by PWHT.
If you are working with a steel grade that will require PWHT it is often done by either welding a small transition piece (of an alloy that does not require PWHT) or 'buttering' (thick, multi-layer weld) the surface with Ni alloy filler. Then you PWHT, and after that you weld the SS to it, and the base steel does not get hot enough to require another PWHT.
That is why it is called 'welding engineering'.
