How to add a wire layer in an AutoCAD Electrical Project

How do I add another wire layer in an AutoCAD 2013 Electrical Project?

I need the new wire layer to become part of the PROJECT and not just part of a single drawing. If the wire layer is properly added to the Project shouldn't it show up as a choice in the other drawings within that same project?
I know how to add a wire layer to a single AutoCAD drawing but that layer is not present in the other drawings.

You need to use the Project Wide Utilities command to populate the layer to the rest of the project. Since the wire is just a layer in the software and not really a wire object.
