Dears

we have a 15 km long road which is higher by about 3m above the natural level the proposed slope at the sides is 45 degree slope 1:1 the consultant required to have a concrete soil protection which costing a lot
can we substitute the system with other cheaper solution

Have you asked the engineer?
You're using some unusual terminology. "Soil Fall Protection" sounds a lot like a retaining wall, but not exactly. I'd worry about erosion, guard rails and settling. And maybe that's what they're doing. 3 meters (10 ft. to me) is a pretty high road.
