Contact resistance of plating

I am currently writing a plating spec. I was wondering if there is some type of unit or rating for the contact resistance of different type of plating. For example the electrical resistance of conversion coating on aluminum or zinc on steel.

The company I work at ran across an issue where we were not able to ground our galvanized steel chassis. A small bracket that was made of steel and electroplated with zinc could not ground our PCB board to the hot dipped galvanized chassis. Once we sanded down a little bit of the electroplated bracket we were able to ground the PCB to chassis. I am guessing we sanded off the passivated layer. Can anyone shed some light onto what happened here?
