What are the standard ( ASME) difference between fittings from A182 304 or A403 304. Are these two alternatives for each other?

No, these are not equivalent materials for code application. You need to determine which standard is being applied for use of either or both of these materials specifications. For example, A 182 would be referenced in ASME B16.5, while A 403 is not. In ASME B16.9, 16.11. and 16.28, there is reference to A 403 and A 182.
