We are designing Water tank on ring wall foundation. The existing soils are typically silty sand with cobbles/boulders. It is better idea to over-excavation of this unpredictable soil or this is OK to leave as it is. How can we predict settlement on this type of soil ?

From the design standpoint throw out the CPT tip values that hit cobbles and all SPT refusals, using only values that represent the sand. Your design should be based upon the silty sand density and phi, ignoring the effects of boulders.
