i want to ask what is the chemical cleaning used in cleaning fuel oil tank and is it better that sand plasting
as iam used to do sand plasting
and is it better to caot tank inside as my tank is without coating

Some more details what you are planning on doing and the history on this tank would help. If you hope people on this site to spend time to respond to your question, you need to provide the necessary information up front for us.

When you say 'fuel oil', I tend to think of heavy fuel oil that would leave a thick residue layer in the tank. Trying to remove that with sandblasting if you think about it would create a huge mess inside the tank if it would even work. Steaming out the tank and/or chemical cleaning (hot water, solvents, various mixtures) allows a lot of that residue to be removed making the next stage of cleaning easier, there are specialty companies that work in this field.

Your prep work in the tank is usually driven by what you need to do in the tank. A visual inspection, more extensive NDT, welding, installing a coating, needs to be considered.
