right from the blueprint- -does the author of the print really have a grasp on this field?? zinc plate & clear chromate,aren't they two different processes- - I' lost on this......

The author appears to have a grasp on this field.  The author is asking for the piece to be electroplated with zinc, and then the zinc layer should be converted by immersing in a chromate-containing solution.
