how does the R value in UBC91 compare with the R value in UBC 97. For example is it appropriate to change an R value of 7 in UBC 91 and change it to an "equivalent" R value of 10 in UBC 97?
 
I'm not sure your question is clear. Why would you "change" an R value?

You design a building under the legally adopted governing building code. Why the comparison between codes?
