Hole callout interpretation

I cannot find ansi instructions on how to interpret depth callouts for holes on an angle. Typically I understand that the diameter has to meet the depth callout.
(.095 dia x .125 deep)
On an angle this means that there would have to be .125 of full .095 diameter correct?
Where can I find this in a manual or standard?
 
ASME Y14.5M-1994 para 1.8.9

"Where the depth dimension is not clear, as from a curved surface, the depth should be dimensioned."

Your hole has to accept a 0.095"(-) gage pin to a depth of 0.125". If the hole was to be flat-bottom, the designer should have put it on the print.
