Looking for a good design procedure to use when designing point source discharge from a site. Does anybody know of a nice easy to understand step by step procedure???
Even if anyone knows of a book.

Hec-11 or hec-15 would be your best bet.

Depending on your point source (culvert or spillway) HEC14 can be used if discharge rates are high enough.

I don't really know how to calculate full flow conditions (Q of pipe) and then tailwater.

try reading up on Manning's equation. Get a copy (free) of HY8 which will help with analysis of culverts.

HY8 also automates the HEC14 procedures for energy dissipation

VanBuren - Check Appendix A in that link above, it should give you a reasonably good overview.  Those are the same core concepts that will show up in HY8.  

Most other states (and some local municipalities) have drainage manuals that go through similar processes to estimate runoff.  Sometimes local areas have other tweaks they've done to the math, too, so it's always best to use a reference that's officially accepted in the area you're working in.  I just provided the Georgia one because it's easy, and handy.  Where's the job?
