How does Compress determine whether to use UG-27 or Appendix 1 equations for calculating required thicknesses for, say, nozzle reinforcement calculations and unstayed flat head coefficients? I've seen both used in the nozzle reinforcement area calculations in 2 different models of the same vessel.

And again, are the crickets chirping indicating this is a matter of Code interpretation?

For design of a shell component (cylinder, head, cone), the shell ID or OD is specified by the user. The corresponding design formula will be used by COMPRESS. Required thickness of a nozzle is always based on the ID formula for a cylinder, regardless of the setting for "Nozzles are entered as outside diameter" (thus the same formula whether nozzle is specified by OD or ID).
