i am seeking your help to get the below question?

what is the difference b/w Vortex breakers and steel box that prevents the water overspill in the oil storage tank?

1st off, this probably isn't the best forum to post this question, maybe one of the structures forums ?

2nd off, i'd say these things are like "chalk and cheese", ie completely different.  a vortex generator is precisely that ... something intended to upset the smooth flow on a surface, creating a vortex.  i don't really know what your 2nd thing is, a "steel box that prevents the water overspill in the oil storage tank", but it sounds like something to prevent water (rain water ?, condensation ??)and oil mixing in a storage tank.
