Is a raft foundation similar to a slab or does it "float" on soft or unstable soil?  Would lightweight concrete work?

I think your query is too broad.  The reply could be written as a text book!

I suggest that you provide more information, and make your query more specific.  Perhaps your query should be in the Foundation Engineering forum?

RE: Raft foundation for low cost housing

faniej,

You could obtain a copy of the Australian Standard for residential footings (AS2870-1996) over the internet at:

        www.standards.com.au

This standard provides methods of soil assessment and slab design with some standard solutions included.

You might also try the US Army Engineers Corps site for methods of site assessment.
