I am try to find a compatible material to ASTM 184-46 grade F-3. Which is 1 1/8% Chrome 1/2% Moly 3/4% Si I am told.

Better double check that ASTM specification. ASTM A 184 is for "Fabricated Deformed Steel Bar Mats for Concrete Reinforcement", there is no Grade F-3.
