I'm afraid you'll need a structural engineer to look at the detail. If the ring beam is securely fixed or built into the building and the ring beam is of sufficient section then this could provide the bracing for the top of the column.
The column at 5.5m high does sound unusually long. However, depending on the column section properties of the column, it may not actually need bracing (if the ring beam at the top is stiff).
The only way to resolve this safely is for someone qualified to physically look at it or check the calcs.
