I am currently planning to build a 10-unit building and parking in our neighborhood is a real issue...welcome to the Bay Area!  

Any idea how much more it will cost (I know, but just a rough idea) to excavate down about 6 more feet (we are cutting into a grade that still leave us room) and going down to 5 spaces and then up to four?  The fifth space is down and around to the side, so the upper level will only have to be reinforced as far back as the 4 spaces (wide) and turn around distance (long).

Your descrition has me a bit lost, If you are familiar with construction methods, I recommend you get a copy of RS Means http://nt.receptive.com/rsmeans/bookstore/ to estimate your construction costs.  Make sure you know what kind of material will be excavated because the cost of rock vs soil can be significant, and don't forget disposal costs.

If you are not an engineer, architect or builder, I suggest you hire one.  You'll need one anyway.
