ASCE 7-05, Equation 11.7-1

Is the force in ASCE7-05, equation 11.7-1 a service load force or a strength level force. I'm trying to make a comparison between wind loads and seismic to see which will control. I don't know if this seismic force can be multiplied by 0.7 and then compared to the wind load or if it is to be used as it is.
 
All seismic forces given in the code are strength level forces.

Also, just a word of caution:

You don't compare wind psf on a building to some equivalent seismic psf on the building to see "which will control" for all subsequent calculations (i.e. you don't find wind controlling up front and then ignore seismic from that point on).

If wind and seismic are fairly similar in magnitude, keep in mind that there are seismic detailing and design requirements that are magnified with [Ω] factors such as for diaphragms, collectors, brace connections, etc.

To meet the code, ALL load combinations should be checked.
