I need to mark 316 SS tubing with some code of specification or fluid inside the tubing. Can any one advise me, what kind of paint or chemical that I can use for this application?
 
DONT use pvc-based labels. They can cause SCC under certain temp conditions. They are cheap, attractive and dangerous - but so so are some of the opposite sex!!
 
If you can access one end of the tube, try heat shrinking a clear polyolefin tube over a printed metal/plastic tag.
