Asme Section 8, Div 1, B31.1 or B31.3 all have formulas in them to calculate the thickness of spectacle blind.

Chek out also API 590 "Steel Line Blanks" which include standard dimensions for blinds (designed in accordance with ASME B31.3) provided your service conditions and corrosion allowance is the same.
