How do I know where to cut?

Our company modifies auto bodies and we try to make cuts close to various reinforcing members when placing add-ons. Some of my associates maintain that positioning of these elements is not very consistent and some claim that we just don't have a consistent datum from which to measure.
Can someone enlighten us on the positional tolerances used with these bodies?
We asked our suppliers for this kind of data but none have provided it. Consequently most of our design work starts with tearing a body apart and measuring most everything we can hook a tape measure to.
