Hiring delimma for startup

I am helping my brother as a hiring manager for his business and I am feeling the pain. Job boards are inadequate and expensive. Monster calls me every day now. What a mistake that was. I gave up on job boards but I have not given up entirely on the recruiting industry; there are a few companies out there innovating to make the process easier and cheaper.
I tried Dayak to post our jobs anonymously and set our own fee. It reminds me of Ebay.
Anyway Mike wanted to try it because It's kind of a cutting edge model because the recruiters "compete" to find you a qualified candidate (a total bonus) and the employer pays nothing until someone is hired and passes a probation period (we'll wait and see on that).
So is everyone still sifting through bulk Craigslist resumes? or can you offer up some alternatives to my dilemma.

Actually, as much as I hate agents, if you can find a good one they will make up for their fee with the time they save you. The trick is to find a good one that actaually understands the industry.
