Stress corrosion in Admiralty condenser

I've found three bundles totally cracked in both longitudinal and girth direction in an varsol stream by shell side and cooling water tower by tube side. This damage is more evident in areas where there has been a previous mechanical damage even superficial or a little damage. The problem is that proccess people said that no contaminants exist in the stream. This stream is a clen cut of a stabilizer powerformer tower (varsol) and there are no evidence of corrosion in carbon steel. Somebody has information to share whit me ?
