I have got PL-C lamps for 13, 18, 26 W. Does PL-C compact fluorescent lamps works well with both 110V and 220-230V ballasts?

Obtain the manufacturer's equipment tech sheets and verify that the ballast you have or the pre-ballasted lamp/ballast combination you have, are designed for whatever the system voltage is to which they will be connected.

But PL-C lamps has starter in it and starter can be of different voltage ratings 110V, 220V. Am i right?
If a PL-C lamp has 110V starter, will it work with 220V ballast?
