I am looking to find a vendor for an alarm steam horn.  The steam is 250# with a 2" nominal pipe size.

How many counties away is the person who's supposed to hear the horn?

How many counties away does he have to be to avoid permanent hearing damage?

It is pressure regulated, but this horn should be loud.  It is for an oil refinery with groups within a 1/8 mile radius. Right now there is a horn on the line, but it is just venting steam and making no recognizable alarm noise.
