Some info on the metal, process sequence and intended application may help. If using proprietary chemistry, get help from the mfr. In some cases. e.g., zinc phosphating heavily acid pickled steel, adding a Ti activator (dip or spray) solution immediately prior to phosphating is a quick fix. It nucleates many small phosphate crystals for more continuous coverage at lower coating wt. & thickness.
