Microstation old version?

I just started in a new company found that they have an old version of Microstation (J). I asked why so knowing that new V8 version is more suitable. The Cad manager argument is that this new version has problems with PDS program in which most of the projects are running with. The question is: Why a new version is less compatible with PDS than the oldest one?. It is not possible to get that kind of compatibility?
