Is anyone familiar with CAN/CSA-G40.21.  I need to know how CAN/CSA-G40.21 Grade 300W for channels, angles and plates compares to an A36 designation.  Does A36 meet the CAN/CSA-G40.21 Grade 300W requirements?

No, A36 will not meet the Grade 300W spec.  A36 would be more like Grade 260W.
