Line color/weight won't show up on new layer

Line color/weight won't show up on new layer

Line color/weight won't show up on new layer

I am working in Microstation V8.
Occasionally when I add a layer, the lines on that layer show up on screen as thin white lines instead of the color and line weight I want.
The lines plot at the correct weight in B&W, but show up thin and white on screen.
This only happens sometimes.
Any suggestions?

On each of the Level, Color, Style is a bylayer setting that you will need to click on.

Thanks Namdac.  I had the bylayer setting right, but finally figured out I had the overrides on in the properties tab.
