Can anyone assist with a PCBA torque inquiry?

A #10 pan head screw (.190 head OD) is being used to mount a clip. The board is 0.063" thick.
I would like to know the point at which the board begins to cold flow (under what force).
I am trying to set the proper torque for mounting this clip.
