ASME B31.3 states that an “owners inspector” must have 10years experience or an Engg degree an 5 years experience.(para 340) Is this also extended to the minimum qualifications to witness a hydrotest? Seems like overkill to read a couple of gauges, check calibration sheets, and check for leaks. Let me know your interpretation.

Yes. The above requirement applies to all of the duties that an Inspector conducts per B31.3.
