To my knowledge, ASTM does not have such a test for this material.  You might adapt one of the other ASTM impact resistance standards to use for this material.  This is often necessary as ASTM does not cover every possibility of applications for materials and some committees do not broaden the scope of specific materials to encompass other applications.  If you adapt another method, be sure to note that in any reporting that you might do.

ASTM C1116 and C1018 cover fiber reinforced concrete properties for flexural toughness and first crack strength.  ACI Committee 544 has issued a research/reference report on fiber reinforced concrete that might prove to be helpful.
