Flow Restrictor Computation??

I have restrictor plat with an orifice located in the bottom of a standpipe located within a manhole. The horizontal orifice is 24" above the bottom of the manhole. As the water fills up he MH it enters the the orifice / standpipe to the outlet. My question is how to compute the flow through this orifice as the MH fills from a detention vault upstream.
