I see an old question about this with no replies.  Does anyone have any way to report on Resources by project rather than by task?

Not sure exactly what you are looking for, but try this:
-Click on >View, >Resource Sheet
-Click on >Window, >Split
-Click anywhere in the bottom pane, the click on >View, >Resource Graph
-Now by clicking on the various resource names in the top pane, you will get to see their allocation in graphical format in the bottom pane.

Tweaking the view:
1. You may want to change the timephased view in the graph.  I prefer to examine resource allocations at a month period.  To change the time period:
-Click anywhere in the bottom pane
-Click on the Zoom Out magnifying glass (may be a hidden toolbar icons)
2. This graph by default comes in displying Peak Units.  I prefer to examine Work.  To see the Work graph;
-Right click in the timephased area of the bottom graph and click on Work
-I also like to show the availability line in this graph.
-Right click in the timephased portion again
-Click on Bar Styles
-Check the Show Availability Line
