You can try www.tigress.co.uk, this compony work with oracle DB in Geology, Geophysics, Petrophysics, Mapping and Reservoir/Production engineering.

The Energy Institute has an annual review of active and planned oil & gas field developments worldwide.  I think they have a similar downstream review too, but I'm not sure.
