We have some fabrication prints that state a tolerance of
+ or - .015'', is this the standard for welding?

That sound mighty tight for structural steel fabrication, but it may be reasonable if you are working on very small electronic components.

No, these are not welding tolerances for Codes such as API and ASME work.
