Is there an ASTM standard for Pressure testing NPT fittings for 15,000 PSI working pressure use?

What is the Standard that you are using to purchase these threaded fittings, ASME B16.11 or what?

ASTM E1003 is a generic Hydroststic Leak Testing spec.
If you are looking for a fitting specifi spec then you need to look in ASME.

The service is High Pressure water blasting.

There are no ASTM specs based on service pressure.  That is your responsability as the user.  You need to look in the piping and fitting codes for guidance on pressure ratings.
