sensing issue on orbiting object

I need a sensor to be trigered on and off when it's pointing to a orbiting surface (orbiting in 2mm diameter at around 12,000 rpm) Can anyone recommend a sensor which can be set on when the object is at the closest point relative to the sensor and be set off when the object is 2mm farther.
I tried before to relocate the sensor to sense the edge of the object but the variances of the object make this idea not possible, and somehow tightening the specs of the object is not economical.
By the way, I'm using a PLC to ocunt the number of On and OFF of the sensor to calculate the object orbiting rpm.

1)Attach a tachometer/encoder?
2)Speed sensor?
3)VFD and/or drive controller w/feedback?
