Does someone have interpretation ASME IX n° IX-83-165 on preheat temperature (QW.406.1)

Question(1): PQR is generated that lists 400F as the preheat temperature. Per QW-406.1, can the WPS require a minimum preheat of 300F?
Reply(1): Yes.
Question(2): Can the preheat temperature on the PQR be a range?
Reply(s): No.
