Hello,
Can anyone please direct me to where I may purchase historical versions of ASTM specifications? In particular I need the ASTM A313 standard which was in effect in 1980.

Maybe not so easy; I believe ASTM & www.techstreet.com only go back one edition, to 1998 in this case. For ASTM A313, a partial listing of versions by year:

2003
1998
?
1992
1987
1981
?
1947

So, you need the version superceded by the 1981 version.
A limited search found that Document Engineering http://www.doceng.com & Global http://global.ihs.com both sell the 1992 version, but nothing earlier.

Anyone whose company has an extensive library?

If you really, really need the 1980 version, order a reprinted Annual Book of Astm Standards 1980. P3 Steel Plate Sheet Strip and Wire; Metallic coated Products; Fences. (from microfilm) for $240: http://www.astrologos.org/A_E/page000174.htm
But delivery time is listed as 6-8 weeks, so may cost $$$ to expedite.
