what are the WCB steel chemical specifications, especially for the manufacture of valve bodies?

See ASTM A 216 “Standard Specification for Steel Castings, Carbon, Suitable for Fusion Welding for High Temperature Service” . You should obtain a copy and review the information in addition to Chemical Composition requirements for Grade WCB.
