According to all that I found, The modulus of elasticity in torsion is about 60% of that in tension. (ASTM A229) Is the same true for the yield stress? And is there a way that I can find out this information. MATWEB is where I got all of my other information.

The same is not true for yield stress. You need to review failure criteria like Tresca (Maximum Shear Stress) or von Mises (Distortion Energy) to understand the relationship between yielding in shear vs. tension.
