Can you guys give some hints on following Qs in regard to CFB Downcomer Piping Sourcing and Holding for Witness?
Q1:
We're sourcing Downcomer piping for two CFBs: 1) 56T (169m 558mm OD x 25.02MW) SEAMLESS Carbon SA106C, random length; 2) 53T (195m 457mm x 25.7MW)SEAMLESS Carbon SA106C, random length. The qty here is for one CFB. Term of delivery:CIF Tianjin or Shanghai, China by Feb 2006.
As the qty is small and most of mills around the world are fully booked, we've located "Valcovny trub Chomutov a.s." of Czech Republic as a potential vendor.
My question is: does anybody know if there is still another optional vendor/manufacturer other than "Chomutov" that can meet our request? if not, is there anybody who has experiences dealing with "Chomutov" since we have no idea of how good this mill is?
Q2:
As we're not sure about Chomutov qualification, which critical witness points have to be included in PO?

Have you checked with any of the major boiler OEM's (Alstom Power, Babcock and Wilcox, Foster Wheeler, MItsui Babcock, et al)? If you decide to go with VTC of the Czech Republic, I would strongly recommend you conduct a QA audit their facility.

The cost of a trip to audit their facility is small dollars in comparison to the end result. I have done many of these types of audits and nothing beats having a look see at the facility that will supply your piping.

An audit on the front end and require witness of ALL NDT on the back.
The most critical parts of the audit are their lot control (traceability) and heattreatments.

Some of their A106 GrB piping ended up in the pig traps of several pipelines I was involved with.  Naturally, the EPIC contractor had screwed up in not having the material Charpy tested.  In the ensuing melee to prove fitness for service, I attempted many times to contact the said mill by e-mail, fax, and telephone.  I could either not get through or raise any sense from someone to progress my query.
