What is the difference in the material properties for 1022 and 10B22 steels? I understand that 10B22 should have higher hardness.

The hardness of the raw material (hot-rolled wire rod or cold-drawn wire) will not be different between grade 1022 and 10B22. As NickE mentioned, the addition of boron only affects hardenability, meaning the depth below the surface that can be quenched to martensite. Both alloys will quench to a similar surface hardness, but 10B22 will quench to a greater hardness below the surface.
