Changing Resource Units from % to Decimal 2

On one installation of Project 2000, I've got it set to show resource units as decimal values. In working on another installation, the resource units are shown as percentages.

I know I figured it out once but I just wasted 20 mins trying to do it again (unsuccessfully). Can somebody help me out?
